Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are conducted: optimistic declarations are delivered from multiple capitals. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been scrambled to engage hostile aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into sober acceptance: maybe the incoming missile won't cause damage this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm fired at a drone close by, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a need that regional partners are evidently unprepared to replace in the near term.
Failed Diplomacy
The comprehensive proposal from American leadership provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This trend will, no doubt, continue.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a assumption understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to abandon the areas that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from believing that the status quo will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
